minio-manager static helm hook annotations are preventing it working properly in Argo CD

Describe the bug
existing helm annotations are preventing Argo CD from generating the Job.

To Reproduce

1. Sync the minio-manager app.
2. Observe that the job isn't created

Expected behaviour
Job should be visible.

Note that the proposed solution enable the job to be created, but not updated. So we may need to find another approach/solution for a longer term solution.

I think it's a good to starting state for adding annotations one by one and testing.
