Adding the build-sign-sbom target to the build target ensures that the temurin-sign-sbom.jar gets built during

temurin-build/sbin/build.sh

when the other cyclone dx libraries get built

The java its using with ant needs to be jdk17 or higher to build the temurin-sign-sbom.jar
