To create a stack (will only create a neutron network), run:
heat stack-create -f heat-simplest-stack.yaml -P net_name=stacknet network

#The above translates to:
#create a stack named "network" using the details from file heat-simplest-stack.yaml and use the value stacknet for param net_name. 

#Starting from Mitaka - you better switch to openstack unified cli command. Example :
openstack stack create -t heat-simplest-stack.yaml --parameter net_name=stacknet network
