change to a dependabot setup?

github suspends cron jobs after 60 days of inactivity in a repository

so suggest changing to a dependabot setup, like https://github.com/abaplint/abaplint-sci-server

for each new release of abaplint, dependabot updates package.json via a PR, then auto merges to master. Then another job running on merges to master will publish a new docker image
