Update Design Methods edit/create form to support direct entry of citations

Currently users just dump in a paragraph of text, which we parse into urls and individual citations.

In this feature, the form will be reworked so that the user can input citations line-by-line. Rather than one text box, there should be a button the user can press to add a new sub-form for a citation, consisting of two fields: text and url. Previously created citations should be individually editable and deletable.
