内置管理账号只允许进入用户管理 #1606

内置管理账号只能用于用户管理

无个人中心
登录页，只有用户管理跳转过来的系统，才有内置管理员的选择
内置管理账号的 bk_token 不可进入其他系统

签登录态隔离的 bk_token ，bk_token 名称不一样？

login域名特有的认证 bk_loigin_token
其他服务基于该 bk_login_token 生成 bk_token
用户管理基于该 bk_login_token 生成 bk_user_token ，只用于用户管理

在用户管理有效期进入业务系统，则直接先调整到登录页面，如果登录页面 bk_login_token 有效，若签发bk_token ,然后直接302 会业务系统（检查bk_token 是否对应实名用户，若不是则清除 bk_login_token，要求登录）
