E.g., /appeals should redirect to /ma/appeals

I did not address this in #100 because I wanted to think through it a bit more. If the plan (see #79) is to have /il/[topic] and /ak/[topic], I'm not sure it makes sense to redirect /[topic] to /ma/[topic]. Some options:

  • /[topic] could show forms from all jurisdictions
  • /[topic] could show a jurisdiction selector similar to visiting /
  • Both of the above (which would probably be better for SEO)
