[POGO] Incorrect message on place sapling fail?

Found this strange case possibly related to #43

Relevant spot in the pal-tournament.log appears to be line 36524.

Our agent tries to place a sapling, possibly in a perimeter square and gets a failure with the message "Actor exists where trying to place", but there are no agents nearby.

Here's the picture. Our agent is the blue figure in top right corner:
