Once a report or a request to a page is created, the curators should receive an email with the relevant details. The workflow is as follows:

Any curator interested in handling the report should select and assign it to themselves.
Once a report is assigned to a curator, the system should prevent other curators from assigning the same issue to themselves, ensuring no duplication in efforts.
