What does this PR do?
I created a pull request template as described in issue #206.

Why is this PR needed?
This PR is needed to create a standardized format for pull requests made by contributors.

How was this PR implemented?
This PR was implemented by creating a file named "pull_request_template.md" in the .github folder.
