On goerli we get an error on successful delivery (see example tx https://wormholescan.io/#/tx/e98bb7ed3e7c98949402fae9cc6a867c85b5b7e914ac1ebb59f8275bd15b18c8?network=TESTNET)

Consider changing refund chain to target chain so that users can successfully receive any refunded ETH
