There's an island near Tawin, included in the H17 shapefile that should probably instead be a part of H15.

Moved from H17 to H15 on OSM in https://www.openstreetmap.org/changeset/58006857. Also minor islet to N added. Not yet in github.

Move islands to correct VC

A number of small islands were not assigned to the correct VC within a
county (a legacy of VC boundaries being created by cloning the county
boundary). This addresses #11 and #12
