It would be useful to be able to set the recovery options when installing the service.

Yeah why not. I've never looked at this before so it will need some digging but I'll give it a shot when I have a chance. It will take a little while though so anybody is free to pick this up

The library used for interaction with the service management APIs has this feature in the current public version, surfaced as WithFailureAcitons on ServiceDefinitionBuilder (see a unit test config for an example).
