Questionnaire Spec Numbering needs to be updated to for version 2.1 #70

The specReference column needs to be updated to be consistent with the 2.1 version of the spec. It looks like it was never updated when we moved from 2.0 to 2.1.

Attached is a spreadsheet with some examples.

It seems that the pdf (https://openchain-project.github.io/conformance-questionnaire/questionnaire.pdf) still has the wrong numbering (situation on 2022-04-20).
In order to help I created an Excel file that should have all the correct references. (in section 3.3. Open source content review and approval there were a bit more errors than just adding "3." to the front of the references)

Just a note - renumbering the questions would impact the responses to current questions in the conformance web app. The conformance web app keys off the version number to indicate if the responses apply. Since we don't want to update the version number from 2.1 to 2.2, we'll need to update the app before we take in this particular change.

I would propose adding a field to the JSON files in this repo to indicate if responses still apply. Not quite sure what a good name of the property should be - perhaps a Boolean questionsCompatible where true would indicate the old responses apply and false indicates the old responses do not apply.
