Replace "Software Staff" with "Program Participants"? #50

The term Software Staff is no longer used in Spec 2.1. It should be replaced with "program participants". I can send a pull request. Do we capitalize the first letters, like Program Participants?

The term "Software Staff" is in questions 1.b and 5.c.
