按照官网开发环境搭建在windows11系统上搭建，到第三步配置数据库，执行脚本rails db:create 报错，是需要修改什么配置才能执行脚本么？报错如下：

建议使用Linux来部署csghub环境，暂时没有完全支持Windows.
