提案流程框架中自动生成的timer交易问题 #363

当前由于提案是基于timer交易进行后续的提案检票和trigger触发，这里timer交易是脱离于mempool之外的的交易，在矿工打包时timer交易默认放到区块所以交易之前，如果此时mempool中有关联修改类似于代币操作或者跟timer触发的合约调用冲突会导致区块无法验证通过

现有的解决方式是防止2个提案同时进行，如果新提案发起时旧提案未结束，则进行提交新提案
