Use jsonnet for generating complex json recipes

Previously we have used python scripts to help build complex recipes. For example, the small hazelnut recipes that ramp up the lights by a standard increment every 15 minutes. Instead of using these one off scripts and playing the copy paste game, jsonnet is a much more elegant way to generate the recipe.
