Is your feature request related to a problem? Please describe.
These definitions are not used anywhere to my knowledge in NML2, and are a hang over from a previous attempts to add 3D regions for populations, inputs etc. They're superceded by developments in NeuroMLlite

Describe the solution you'd like
Remove from schema and LEMS definitions (partucularly Network.xml)
