Add VIIRS DA capability in the original (vector formatted) land-only DA workflow

Describe the issue

Add VIIRS DA capability in the original (vector formatted) land-only DA workflow. Changes were made in the submodules as well as in the workflow wrapper.

Associated submodule PRs are:

1. Add VIIRS SCF processing capability and merge with current IMS_proc land-SCF_proc#7
2. Add VIIRS DA capability for the vector formatted land-only DA workflow land-DA_update#23

Test output

Will addressing this issue change the DA_IMS_test output? If not, what are the expected changes?
No changes to DA_IMS test output. The test is passed.
