Using new/updated tools to acquire and preprocess data, update the BLE data in all enviros.

The new/updated tools can be found from Issues 928 and PR 960

We have to hold a bit as a bug has been found and is being addressed.

This update covers both FIM and ras2fim.
Note: Do not run ras2fim updates until after initial BLE V2 benchmark tests are completed.
