Add support for configuring timezone on dashboard settings (client-side) or user configuration.

Now dates are all in UTC and the duration real-time calc it uses the client timezone. It's better to have a configuration option to use the same timezone for all dates and convert the dates into the target timezone. From server-side and API we will use only UTC.
