Feature request: Add optional "offset" argument for mystic forger reminder #138

Like /reminder event has the optional argument "minutes_before_event" - it would be nice to have a similar option for the /reminder mystic_forger command like "hours_after_reset" so the bot can be configured to not ping at midnight for EU people.

Alternative idea: Make a command like /reminder active_hours to set 'start' and 'end' times for reminder pings. This could affect both reminder commands; the bot will delay sending the mystic forger reminder ping until the "active hours start time", plus users can stay subscribed to their event reminders indefinitely, instead of unsubscribing at night to stop pings and then re-setting the event reminder the following day

I have added @silent to the dm to avoid pinging. I've been considering checking if user is online but that has its own issues. Setting active hours is an option but it might be confusing for users
