[BUG] Some downloads stalling when using "imperfect" ISP internet. #265

Description

Using my ISP's internet. livery downloads will randomly get stuck on "Downloading livery" with no apparent download progress being made.

When I enable a VPN, I used Cloudflare WARP via WireGuard, the downloads behave as expected with no issues.

To reproduce

Install one or more liveries on an affected connection.

Environment

Manager version: 0.4.1

FS2020 Version: n/a

ISP: Vodafone Germany, DS-Lite, using IPv4 only. ISP has commonly known reliability issues.

Side note:

I am seeing a similar issue when using the package manager Chocolatey, though no significant packet loss seems to be present, it will randomly stall when listing or downloading packages. Using a VPN is the solution here as well. However, these are the only examples of this I know of, all other services or websites I use work fine.

Suggested action:

I don't know where the issue lies exactly, if it is the application or even the CDN used. The implementation of a mechanism to detect stalled downloads to retry or fail them would go a long way to improve the downloading experience.

Same issue on my end. Also fixed with VPN. Also having Vodafone as an ISP.
