Implement config distribution

SPL should allow server admins to distribute selected configs to clients.
Admins should be able to specify where they are to be placed, which should be limited on the client to anywhere within the .minecraft directory.

I'm not sure what the best method to do this that would prevent overriding a user's config change (whether it's done via diff files etc.), but initially this should override any configs the admin specifies. Our current use case only needs 2 config files distributed, and they're files that don't require users to edit them.
