We have a sample navbar at 404 page. We have to reduce it height and make it available on every page on the website.

@mrinal-27 I am not asking you to work on that project with python, you can choose the language you want. And @Abhishekchauhan089 I am not sure which issue you are talking about ? About this Add an navbar(and fixing 404 page) or the other?
