Let mayors decide if personal-storage is allowed!

Adds one command: /town toggle lwc - When toggled on, LWC will not be able to register any protections. Limited to Town mayors.

Towns that have LWC disabled will have LWC Disabled: true added to their Town status screen. Denial messages shown to players are on a 5 minute cooldown to reduce chat spam.

Commands:
