Can you label it under hacktoberfest

Not so sure it's needed as the repository is already having the hacktoberfest subject.
This year on the website they don't seem to say that any label on issues PRs are needed.
I have no issues adding a label though, what label do you want me to put?

You can add hacktoberfest and hacktoberfest-accepted labels

Sure, what is the issue?
Normally, for this issue, you only need Docker to run the development and test stack. The requirements for it are NodeJS only.

Did you run make dev locally?
On which operating system?
Docker and Docker compose version?
Do you have any error that could help identifying the cause?
