I want to support existing osu! medals as well as allowing plugins to create their own

achievements-new format: $filename+$title+$subtitle
Medal asset URL: assets.$base_url/medals/client/[email protected]

We should support native osu! medals but we shouldn't host osu! assets, the first idea off the top of my head is redirecting existing osu! medals to the asset location on osu!'s asset server
