We've got a situation where active user got banned for bitly link. @IRus proposed to change the rule to ban only newcomers.

The idea sounds reasonable. Of course this would be possible to implement only after getting persistent storage going on.
TODO:

  • Decide on algorithm
  • Decide on default thresholds
  • Implement
