Add support for ignoring old data per alert

Currently our Terraform supports configuring only single limit for ignoring old data. Add support for using per alert limits for ignoring old data, because different alerts have different needs (e.g. if there is a service that has not been working for a long time, we need to ignore that time period from dynamic alerts)
