Automatic discovery of Emme's Python installation no longer works correctly after the update to OpenPaths Emme, due to a change in the Python version shipped with Emme, and Helmet UI's hard coding of the Python version number.

To improve the usability of Helmet, the discovery of the Python installation should be improved so that the user can select their preferred Emme installation, and the correct Python installation is then automatically selected.
