Update the spec to address issues in distributed processing. Note that Roger Pearce and Trevor Steil (LLNL) are already implementing GBTL on top of their distributed processing framework so that can be treated as a testbed.

This is a pretty broad issue and probably should be the parent of other more specific tasks.
