Feature description

As a user, I should be able to resume an interrupted download.

Do not alter or remove anything below. The following sections will be managed by moderators only.

Acceptance criteria

Notes

Design note: Need some kind of indication that a download was interupted, and a callout for user to resume.

Dev note: We have a POC of this downloading, and the architecture directly allows for resuming downloads. This is a lower hanging fruit that we could identify, but its not essential for the application. This is a nice to have, and a great iteration on this process.

Maybe Phase 1. It'd be a bug if it doesn't work as expected to resume download.
