Check for incompatible toolkit version if a tool execution fails

Users can forget to update EIS Toolkit and not go to Settings page to verify their toolkit version status. For these cases and when a tool execution fails, it could be useful to do a quick toolkit version check immediately afterwards and show the user a message about incompatible EIS Toolkit version if that is the case.
