Template generator: Kotlin buildscript

Gradle's recommended DSL for buildscripts has been Kotlin for quite a while. It integrates better into IDEs, especially IntelliJ. Loom seems to work fine with it, I've ported my mod build scripts to Kotlin lately. I'd suggest the mod template generator has an option to pick the build script language.
