Send a notification to nollor when an event is about to have a ticket be released #473

Some suggestions:

5 min before ticket release
Maybe also when ticket is released
for now, only [NOLLNING] events and only for nollor (and maybe phaddrar)
If multiple tickets are released at the same time for the same event (or within like a minute of each other) only send one notification
