Adopt a Test Framework

Good code requires tests.

In today's (March 31) meeting, we decided a test framework is not necessarily required for Phase 1 of this prototype. But, we'd want this for later phases, so it's best to start the discussion now.

In the meeting, @wwelling mentioned a few known options for Angular 1:
