not intuitive on how to install, for someone new to go.
I installed Go, protobuf, and got the server and clint running, but unsure how to use otherwise, is there supposed to be webapp or this just client-server? how do i test the features etc.

See the readme. As stated the system is not currently usable. See the 4 listed executables there for what you can do: its really not much. If you do setup everything right, you can run the server, then run the client and it will cast one vote, and thats it.

I believe this project is a bit more complete, and uses a similar (the same?) design: https://github.com/cryptoballot/cryptoballot
I had some very minimal involvement in that project (mostly discussing the design), but I haven't been following it.
