Storing rules into database & creating a GET endpoint

1. Store rules in the database
2. Create a GET endpoint

First step: Look into how we're implementing the submit button on the front end and how that that rule is being implemented and then convert it into the database

Second step: The endpoint needs to be able to list all the rules in the DB.
