When scrolling in a window and moving the mouse to another window, the other window also starts scrolling #660

Describe the bug | 问题描述

I have two windows on my screen, I start scrolling in window A by giving the wheel a spin, but while the wheel is still spinning, I move the mouse to window B. Then window B also starts scrolling. This is inconsistent with touchpad behavior and other mice.

To Reproduce | 如何重现

Expected behavior | 期望结果

Window B does not start scrolling. The scroll gesture belongs to the window where the gesture started.
