Application Header Bars Not Blue in Windows 9x & Windows 3x GTK3 Themes

The header bars are the same grey as the rest of the window unlike how they appear in the screenshots (and in the actual OS). Is there any fix for this?
I'm running Ubuntu Gnome 17.04 (Gnome Shell 3.24.2)
