RaiseEventOrRestart functionality needed

With Eternal orchestrations consider a scenario where you know the Orchestration instance should be running and you want to raise event against it. There are cases where the Orchestration might have failed earlier for some reason, and in those you would want to instead restart it, to make sure it's up and running. Currently there's no API the framework provides to do that kind of "RaiseEventOrRestart" functionality, is there?

We've coded it ourselves for now, but seems like a big gap in eternal orchestrations. Or am I missing something and that's not really a common scenario people should run into?
