Related to server 6772

We should rate limit how often we fetch from the GET disputes endpoint:

  • This can be done using the Database_Cache class
  • We should also audit when we fetch this. If the result of the fetch does not affect the page the user is on, we should not fetch.
  • We should perform some additional checks before fetching - if the account is not connected, or is rejected/invalid, we should not fetch.
