I have searched the bug with a few keywords, and I confirm this bug was not yet reported.

Describe the issue
The channel color is white just as plain text, instead of the expected beige and the :h command that the warden radio headset says it's for Penal, it actually transmits in :s (security).
This channel that was added back in Aurora called "Penal" which its purpose was a means of communication between the penal shells and the Warden/HoS. Now It's depricated BUT... It actually has a use, which is why this radio channel is worth fixing:
It can serve as a way for the warden/officers/HoS to speak to or hear the brig inmate through the intercom. The inmate would just have to approach the intercom to speak to them and the warden would not need to go to the brig to speak directly to the person and instead blast what he's saying through the Penal channel. This is almost sounds like a suggestion but it's there in between a bug fix and a useful repurpose.
How to reproduce
1 have warden radio
2 examine said radio
3 use :h and a message, it will transmit over security.
