Use installation instructions from here: https://eclipse-embed-cdt.github.io/plugins/install/

Found

Installation instructions point to old location of plugin, should be https://download.eclipse.org/embed-cdt/updates/v6/ or better yet grab the prepackaged eclipse "Eclipse IDE for Embedded C/C++ Developers"
