Reorganizing apps in "Edit [appname] pop-up"

Describe the bug

If you move an app icon in a pop-up higher, it scrolls the list a little bit every time you pass an app, even if you pass them while dragging down. So if you move one from the very bottom let's say above 6 other icons, the scrolling will have changed the position of where you're going to drop it by at least one app, sometimes even 2.

On the other hand, if you want to move an app icon down, lower than what the scrolling position shows you at the moment, you'd expect it to start scrolling down when you hover the icon on the bottom of the screen. But the delay is long, and when it does start scrolling, the scrolling is WAY too fast.

Steps to reproduce

1. Have some apps in a pop-up
2. Open pop up
3. Hold finger on an app
4. Select "Edit [appname] pop-up"
5. Reorganize
